It's a little before 10 on a weekday morning and a steady parade of people is streaming up the great steps of Old City Hall, most no doubt headed to a courtroom where some of the less edifying aspects of human nature are about to be narrated. There are lawyers with bulging briefcases and clean-cut guys in suits who might be policemen, called to give evidence. Off to the right, a gaggle of young men, all droopy shorts and basketball sweaters, are standing on the steps in animated conversation, smoking. They all, however, have at least this in common: Not a single one ever glances slightly upwards as they pass the giant pillars of the front entrance.
